Developing new tweaks is something which will never ends, and i really
likes the way how those developers think, so here it is a new tweak for
you, and through this tweak you will have the ability to use the
application you are in while your notification center is pulled down and
in use, scroll down for more information about it.
Well that tweak is called NCControl and as we said it’s amazing as it
will give you the chance to wait the reply of a message you sent for a
special someone 
while having the ability to check the weather, and when that person
reply you will be able to write him back and send off the message as
long as the Notification Center is blank in that area where the keyboard
would be.
Only downside to this tweak is that you can navigate the springboard when the Notification Center is pulled down. Who knows, maybe the developer will fix that in an update. Then you will literally be able to use almost your whole iOS device while using the Notification Center
